It is  built with PHP (web programming language) and uses database system like MySQL for storing settings and data. It have large community of users, testers and developers. Specific web hosting for Joomla is not required because the requirements are web server with PHP and MySQL  installed, and if you need SEO urls the web server (Apache httpd is supported) .htaccess have to be enabled. Today many (almost all) hosts have the LAMP (Linux Apache MySQL PHP) stack setup on their servers so to run Joomla it would not be a problem. Some hosts allow custom PHP.ini so you can further customize specific PHP settings for some modules.
